Allah(swt), does whatever he wills

 وَإِذْ تَأَذَّنَ رَبُّكَ لَيَبْعَثَنَّ عَلَيْهِمْ إِلَى يَوْمِ الْقِيَامَةِ مَن يَسُومُهُمْ سُوءَ الْعَذَابِ إِنَّ رَبَّكَ لَسَرِيعُ الْعِقَابِ وَإِنَّهُ لَغَفُورٌ رَّحِيمٌ 7:167

(اور اس وقت کو ياد کرو) جب تمہارے پروردگار نے (يہود کو) آگاہ کرديا تھا کہ وہ ان پر قيامت تک ايسے شخص کو مسلط رکھے گا جو انہيں بري بري تکليفيں ديتا رہے. بےشک تمہارا پروردگار جلد عذاب کرنے والا ہے اور وہ بخشنے والا مہربان بھي ہے7:167

 7:167 And lo! Thy Sustainer made it known that most certainly He would rouse against them, unto Resurrection Day, people who would afflict them with cruel suffering: verily, thy Sustainer is swift in retribution - yet, verily, He is [also] much-forgiving, a dispenser of grace.7:167

 7:167 Behold! thy Lord did declare that He would send against them, to the Day of Judgment, those who would afflict them with grievous penalty. Thy Lord is quick in retribution, but He is also Oft-forgiving, Most Merciful.7:167
